Configuring default deny for non-Admin approved exe's

I had read in this post byWindchild that it is possible to configure for users a default deny of program execution if it is not approved by an Admin. How would one go about doing that?

Sounds like he was talking about SRP and AppLocker. Lots of information on that here and across other sites.
